Shri. Vinod Kumar Pipersenia, IAS, Chief Secretary, Assam, Member

Born on 5th August 1957 at Konch, District Jalaun, Uttar Paradesh, Shri. Vinod Kumar Pipersenia joined the Indian Administrative Service in 1980 in the Assam Meghalaya Cadre after completion of his Post Graduation studies in English from Allahabad University.

Shri. Pipersenia’s first assignment was an Assistant Commissioner, Dhubri. During the early phase of his career, he served in various positions in the Government of Assam like Sub- Divisional Officer (Civil), Nalbari, Deputy Commissioner, Nalbari, Joint Secretary, Health Department and Secretary, Revenue Department.

Shri. Pipersenia has also worked in the Government of India in various Ministries such as Home Affairs, Industry, Human Resources Development etc. He has also functioned as Financial Adviser in the Ministry of Human Resources Development as well as Financial Commissioner, Employees’ State Insurance Corporation under the Ministry of Labour and Employment.

In the recent past, Shri. Pipersenia headed the Revenue & disaster Management Department and Cooperation Department as Principal Secretary and then Agriculture, Irrigation, Public Work Department and Panchayat & Rural Development as Additional Chief Secretary and Agriculture Production Commissioner.

A strong believer in team work, institution building, infusion of technology and Human resource Development, he has spearheaded the ISO Certification of ESIC Hospitals. During his tenure in the Revenue & Disaster Management Department, the Assam State Disaster Management Authority took shape and earned national appreciation. During his tenure in Revenue & Disaster Management Department, the majority of the district underwent transition from manual process to computerized process and the mission mode implementation of Computerisation of Registration Project won National e- Governance Award in 2013 while in the Cooperative sector, the cooperative university in the country i.e., Assam Rajiv Gandhi University of Co-operative Management at Sivasagar came into being.
